O município está localizado na Região Geográfica Imediata de [[Catolé do Rocha]]-[[São Bento]]. O sítio Riacho dos Cavalos foi a verdadeira origem do atual município que lhe levou o nome. Era pródigo em aguadas, razão porque o gado e cavalos da região, procuravam aquele lugar para ali matar a sede. O fato contribuiu igualmente para batizar o local como “Riacho dos Cavalos”. Sua colonização de Catolé do Rocha, pelos idos de 1774, assim como as áreas que deram origem à formação dos municípios de Jericó, Bom Sucesso e Brejo dos Santos.

Quanto a fundação do povoado entretanto, as datas são outras. O terreno onde seria mais tarde implantada a cidade, pertencia ao Sr. Francisco Carneiro Vaz, conhecido na intimidade como “Velho Carneiro ou Major Velho”, que doou parte de sua terra, para que servisse de patrimônio da Igreja que seria futuramente ali construída, sob a invocação de São Francisco, o santo de sua devoção, que seria óbvio, o padroeiro da cidade. A construção da Igreja foi iniciada pouco tempo depois, e só foi concluída em 1934.
